Publication date: July 7, 2026. on conclusion of a paid services agreement
1.1. This document is an official offer (public offer) by professional income tax payer (self-employed) Gaynetdinov Artur Nailevich (the Contractor) to enter into a paid services agreement for access to the TorVPN VPN service (the Service) under the terms below, in accordance with Articles 435 and 437 of the Civil Code of the Russian Federation.
1.2. Full and unconditional acceptance of this offer is payment for the services and/or actual use of the Service after reviewing the terms.
1.3. The agreement is deemed concluded upon acceptance. Use of the Service means agreement with this offer, the Terms of Service, Privacy Policy, and Fair-use Policy.
2.1. The Contractor provides the Customer (User) with remote access to VPN infrastructure: configuration, subscription, selected locations, and validity period specified at payment.
2.2. The service is technical in nature and is provided remotely via Telegram bot, website, and/or client applications.
2.3. The Contractor may change locations, technical parameters, and infrastructure without worsening the material terms of the paid plan.
3.1. Service prices are determined by tariffs in effect at the time of payment and are shown in the bot/website interface before payment confirmation.
3.2. Payment is made via YooKassa, Kassa and from the Service internal wallet.
3.3. The Contractor obligation to provide access arises after payment is confirmed by the payment provider.
3.4. Bank and payment aggregator fees are not included in the service price unless stated otherwise at checkout.
4.1. The Contractor shall provide access for the paid period and reasonable technical support.
4.2. The User shall use the Service lawfully, not share access with third parties (except personal use under Fair-use), not create excessive load, and comply with applicable Russian law.
4.3. The User is solely responsible for the content and legality of their internet activity when using the VPN.
5.1. The Service is provided "as is" and "as available". The Contractor does not guarantee uninterrupted or error-free operation at all times, specific speeds, or availability of particular resources, services, or IP addresses.
5.2. The Contractor is not liable for actions/inaction of telecom operators, hosting providers, payment systems, third-party or government blocks, User equipment failures, software incompatibility, or consequences of unlawful use.
5.3. The Contractor does not compensate indirect damages, lost profits, data loss, reputational harm, or other consequences that are not a direct result of the Contractor breach, to the extent permitted by Russian law.
5.4. Total liability is limited to the amount actually paid by the User for the last paid period, unless mandatory Russian law provides otherwise.
5.5. This section does not limit liability where exclusion or limitation is not permitted by law.
6.1. The digital service is deemed provided once access is granted (subscription link, configuration, panel activation).
6.2. Refunds are available if access was not provided due to the Contractor fault, or in other cases expressly provided by Russian consumer protection law.
6.3. No refund if access is terminated early due to User fault (terms violation, abuse, Fair-use).
6.4. Refund requests should be sent to contact@tornetworks.shop with payment details.
7.1. The agreement is valid for the paid subscription period.
7.2. The Contractor may suspend or terminate access for violations, infrastructure threats, or lawful requests by authorities.
7.3. The Contractor may amend this offer; the new version takes effect upon publication on the website and/or bot unless another date is stated.
Personal data is processed in accordance with the Privacy Policy and Federal Law No. 152-FZ "On Personal Data".
9.1. The laws of the Russian Federation apply.
9.2. A pre-trial claim procedure is mandatory; response time is 10 business days.
9.3. Disputes shall be heard at the Contractor location unless mandatory consumer protection law provides otherwise.
